Oliver Tomas focuses his practice on complex civil litigation. With nearly two decades of experience, he represents healthcare providers, businesses, insurers and other organizations in matters involving healthcare reimbursement, insurance defense, premises liability, business litigation, medical malpractice, government tort liability, construction defect, employment litigation and contractual disputes.

Oliver has significant experience representing healthcare providers and organizations in complex reimbursement and regulatory matters. His work includes matters involving ERISA, HIPAA, EMTALA, the Knox-Keene Health Care Service Plan Act, Medicare, the Stark Law, California anti-kickback statutes and the False Claims Act. He has represented clients before state and federal courts, administrative law judges and arbitration panels.

Oliver also has experience representing private individuals and organizations as well as public entities, including Los Angeles County and the Regents of the University of California, in insurance defense matters and litigation involving medical malpractice and elder abuse. His experience representing both private and public entities provides him with insight into the different legal, regulatory and institutional considerations that can arise in complex civil litigation.

Prior to joining the firm, Oliver served as an associate with a California litigation firm, where he represented clients in insurance defense, medical malpractice, elder abuse and other civil litigation matters.

Oliver earned his J.D. from American University Washington College of Law. While in law school, he served as a law clerk with the U.S. Federal Trade Commission and U.S. Chamber of Commerce and as a Notes and Comment Editor for the Administrative Law Review. He received his B.A., political science, cum laude, from the University of California, Irvine.
